Chief Accountant

Purpose of the Chief Accountant opportunity:

  • To lead, manage and develop all aspects of the councils technical financial accounting requirements.
  • To ensure that the council’s financial arrangements comply with statutory requirements in terms of accounting, financial control, treasury management and tax compliance.

Key duties of the Chief Accountant will include:

  • Lead and manage the preparation of the annual accounts’ closedown process.
  • To provide financial advice to senior officers and elected members.
  • Lead and manage the preparation of the council’s statutory accounts.
  • Develop and maintain the council’s capital strategy.
  • Develop and maintain the council’s treasury management system.
  • To be the council’s technical lead on all aspects of financial accounting.
  • Lead on Tax and VAT.

Required experience of the Chief Accountant:

  • Fully qualified finance professional (CIPFA/ACCA/ACA or equivalent).
  • Extensive experience within a Local Authority or similar complex public sector organisation.
  • Strong understanding and in-depth knowledge of Local Authority financial accounting and reporting standards.
  • Proven ability to lead, mentor and develop a team including training and development.

Purpose of the Principal Financial Accountant opportunity:

  • To lead a professionally focused corporate finance team.
  • Provide financial and commercial advice and support across a range of directorates.
  • To ensure the council produces the necessary information and control mechanisms to ensure compliance with statutory regulations.

Key duties and responsibilities of the Principal Financial Accountant will include:

  • To assist and support the Chief Accountant in providing strategic financial direction.
  • Lead on the delivery of high-quality, efficient financial services and regulations to support the delivery of corporate aims and objectives.
  • To support and represent the city council strategic objectives.
  • Ensure statutory accounts are prepared accurately and on time in line with regulatory requirements.
  • Contribute to the development and oversee the treasury management activities.

Required experience of the Principal Financial Accountant:

  • A fully qualified finance professional (CIPFA/ACCA/ACA or equivalent).
  • Experience in statutory reporting and treasury management.
  • Strong knowledge of corporate financial policies and strategies.
